Abstract |
This paper examines the main inter-institutional factors that framed the post 2023 CAP reform process and will condition its future implementation: 1) the new CAP delivery model adopted; 2) the Multiannual Financial Framework 2021-2027; 3) the European Green Deal and its agri-food and agri-environmental legislative appendices; and 4) the long-term vision for EU's rural areas tabled by the European Commission. The analysis concludes that this reform outlines a new framework and multilevel CAP 3.0 governance, which will be developed in the forthcoming reforms. |
