| Abstract |
The paper presents a new methodology that supports a transition of towns and villages to circular economy with reasonable costs for municipalities, businesses and households. A model showing analytical, decision-making and administrative actions that, step by step, lead from the first idea submitted to a public administration body via elaborating a draft project to its implementation phases is presented first. The case of sewage sludge composting combined with utilisation of compostable municipal organic waste with the production of compost shows a potential of efficient solution to this problem for municipalities when a massive subsidy is provided by a government. |
