Abstract The resource-based economy innovation depends on the mining cities' ecological and environmental protection legal system transition. Mining cities' ecological environment is good or bad, not only relates to people's health, but also restricts the sustainable economic and social development of resource-based mining city. Adhere to principle of "who pollutes who to govern, who destroys who to restore", ecological compensation fairness principle. Improving ecological legal protection systems, including clean production, accelerate development of circular economy; ecological restoration and land reclamation systems; pilot environmental pollution liability insurance system; a diversified multi-channel mining ecological and environmental protection investment mechanism.
