Abstract Modern institutions of higher education are gradually moving away from the traditional model of providing educational services to the model of conscious provision of educational services and the implementation of scientific research taking into account the needs of the region. In the conditions of university autonomy, the possibilities of taking into account the expectations and needs of employers regarding the competencies of their staff in the development of curricula and programs are expanding. The purpose of the paper is to justify an approach that will harmonize the interests of employers and institutions of higher education in terms of sustainable regional development. The research methods are: analysis and synthesis (for determining theoretical and practical aspects of ensuring the quality of the educational process); expert survey (for determining the most effective forms of interaction between business and universities); abstract-logical method ( for theoretical summarization and conclusion); graphics (for visualization of the model of providing educational services on the basis of harmonization of interests of employers and institutions of higher education). The results of the research: forms of cooperation between universities and companies; the model for forming the competencies of specialists as a basis for ensuring their attractiveness in the labor market. The proposed approach allows effective management of educational activities on a systematic basis, improves the quality of education, and contributes to sustainable regional development.
