Abstract Following the process of grounded theory, the author explores the barriers perceived to car-travel reduction among publics in three provincial regions of China The results indicate that the four axial categories, i.e. attitudes toward travel modes, car-travel habits, social reference norms and the policy and business context of travel modes, obstruct the behavior of car-travel reduction. Therefore a model of barriers to car-travel reduction is constructed, and the policy implications are discussed to promote car-travel reduction.
