| Abstract |
Today the main goal of Higher and Professional Education is to provide the domestic economy with competitive personnel with higher and postgraduate education through the integration of education, science and innovation. Nowadays, a Triple Helix model developed by a famous scientist Henry Etzkowitz is closely studied. In his book "The Triple Helix", Etzkowitz wrote that universities should be drivers of economic development. Due to transparency of many foreign higher schools, Kazakhstani universities will be able to reach the stated objectives, taking in account experience, implementation and multiyear results of introducing innovative technologies to create an entrepreneurial institution. Accessibility of information on the sites of many world-leading universities makes it possible to exchange opinions, establish and develop virtual and real-life relationships, conclude agreements on students and teachers' academic mobility, participate in joint projects and publish research articles. Due to transparency of many foreign higher schools, Kazakhstani universities will be able to reach the stated objectives, taking in account experience, implementation and multiyear results of introducing innovative technologies to create an entrepreneurial institution. However, there are many problem zones that the universities cannot overcome themselves. If the three components universities, business and the state - work closely together, supporting each other in legal, financial and some other aspects, then economic growth can be achieved until 2020. In Kazakhstan, only the Government and business are involved in creating the model of innovative economy, but science and education are somewhat distanced from it. However, as seen from the classic examples of successful, in this regard, countries, this model should be developed together by the state, business and universities. If there is no cooperation with universities in this chain, a sustainable innovation economy will not work. |
