Abstract The financial resources destined to agricultural and rural development are increasingly difficult to obtain in the context of the global crisis, even when it comes to economically developed countries. In Romania, which intended the consolidation of a European agricultural model, the amount of the funds actually used in this direction is not satisfactory in relation to the thresholds. In the last two years several companies benefiting from NRDP, which would although be eligible for non-refundable support for the business development in rural areas have experienced increased difficulties in contracting the funds necessary for the initiation of such an investment. The actual absorption degree of EU funds destined to rural development was only 50% of the total funds available until 2015. Through this paper, the author proposes, based on the specialty literature and recent statistical data, to analyze the facts in this regard and at the same time, to indicate some solutions.
