Abstract |
Countryside is the residence place for a third of the Latvian population; it covers about 98% of the total territory of Latvia. Latvian countryside has deep cultural and historical roots and is part of the Latvian lifestyle. Over the time, systemic changes take place in the rural environment. Attitudes and values change, as well as strategies and policies, organisational structure and processes, entrepreneurship and labour market. These systemic changes bring along new factors that characterise the development of the rural area and are necessary for the spatial development and decision-making. The goal of the research was to identify the key factors of the smart rural development concept for the analysis of the territorial development and decision making in Vidzeme. The methodological framework of the study consists of two research methods: ESPON-CUBE method for grouping of rural areas, and AHP method for identifying the key factors for the concept of smart regional development. As the result, we have developed and described the key factors for the smart development concept of Vidzeme Region. The dominating direction for drafting and developing smart specialisation in Vidzeme is the direction of smart governance, followed by smart economics and smart population development. As regards the impact factors influencing the smart specialisation of Vidzeme Region, the biggest impact is felt from the state and municipalities. In the group of national influence factors, the most significant is the ability to provide a stable and sustainable economic situation in the country. In the assessment of local governmental impact, the highest priority is given to their ability to build collaboration with the population and entrepreneurs. The top priority in the population impact group is the activity of individual groups in acquisition and dissemination of innovative changes and ideas. The rural area development concept should also comprise the following indicators characterising the area: the entrepreneurial potential of the area, the potential of social ingenuity, creative consumers and knowledge networks. |
