| Abstract |
The purpose of this study is to synthesize the most representative aspects of the National Development Plans in the canton of Machala, El Oro Province as the geographical area under study, during the period 2017-2025. The results of the investigative synthesis that is presented, emphasize aspects related to the strategic planning of urban and territorial development at the national, provincial and cantonal levels, the strategies and guidelines inspired by the philosophical conceptions of the Government and the character of social relations and the economic-social development model to follow. A comparison is made between the essential elements of the plans elaborated articulating the management of micro, small and medium enterprises (MPYME), according to the National Decentralized System of Participatory Planning. Simultaneously, some concepts and definitions embodied in both instruments of national strategic planning are treated, such as: competitiveness, productivity, urban economy, creative economy, circular economy and others that, from the point of view of theory, can help to achieve the strategic objectives and goals set to promote and consolidate the role of MSMEs as an actor to be taken into account in the socio-economic development of the territory and the country. |
