Abstract Similar to the non-renewable natural resources, the development and utilization of most cultural resources is also non-renewable. So the sustainable development is necessary. In the 1990s, Countries in the world have reached a consensus on sustainable development, and put forward the "circular economy development model" which aims to build a "resources-product-waste-recycle", a closed loop of the economic cycle development system. As a new economic development theory arising from sustainable development, the theory of circular economy also plays a vital role in the use of cultural resources, which tells us, the inheritance and innovation, the protection and development of cultural resources have exactly the the same value and meaning with the cyclic use of natural resources.
