Title Regulatory Innovation For The Circular Economy In Regional Laws

Abstract This paper explores the first regional laws that have assumed commitments related to the circular economy, to conclude whether they are merely programmatic or truly innovative. For this purpose, the legal basis for these laws are first exposed. Then several legislative policy options are identified, which confront in different ways the requirements derived from a broad concept of circular economy, showing a progressive consolidation of that concept as a general principle of Law. Finally, the content of this legislation is taken into consideration, specifically their respective contributions to planning, organization and taxation goals, in a comparative view. Two main conclusions are drawn: on the one hand, many of the necessary legal measures are subject to regulatory referrals of disparate scope; however, on the other hand, an increase in direct application rules is verified, especially
