Abstract The emergence of the concept of smart cities emerges with a view to overcoming problems such as the lack of basic sanitation, urban mobility, housing, among other sectoral policies, and promoting the quality of human life. Within this context, the present work aimed to discuss the challenges for the implementation of the concept of smart city for the Northeast of Brazil, based on the Carta Brasileira para Cidades Inteligentes (CBCI), data from the Pol & iacute;tica Nacional por Amostra de Domic & iacute;lio (PNAD) of 2021 and the TIC Domic & iacute;lios 2020 survey. A narrative literature review was carried out about Brazilian urbanization, how this process occurred and the concept of smart cities worldwide and the Carta Brasileira para Cidades Inteligentes (CBCI). There is no consensus on the definition of smart cities. At the Brazilian level, the CBCI approaches it based on the reality of the country's cities, encompassing digital transformation, inclusion, digital literacy and reducing inequalities in internet access. The results and discussion showed that the Northeast has challenges of internet access and digital literacy for all people, as well as a close look at the cost of these services
