Abstract This research aims to evaluate the phenomenon of smart cities in Curitiba in face of the discursive constructions, related to the verifiable urban transformations and to the process of urban management. The study is situated in a recurring discussion that sometimes values the city as an example of intelligence and innovation, and sometimes positions it in a scenario of system's saturation. It searches for a synthesis in the process of technological development, characterizing the perception of actors and evaluating the interpretative amplitude of the concept. Methodologically this research is based on a bibliographic and documental survey and interviews. Results show that there is no unanimity in the understanding of the concept of smart city, and that this phenomenon in the city is related to a dichotomous process between a scenario of innovation and a obsolete scenario, in which issues as mobility and environmental management were characteristics with huge recognition and become emergencies demand of system saturation. It is discussed that these are questions pertinent to many locations, reinforcing that the understanding about the dynamic between sectors is preliminary to discussions about urban intelligence.
