Abstract Pollution and the serious problems generated by road traffic are awakening a new consciousness involved in care and respect for the environment. In this new social, environmental and technological context, new concepts related to the smart city are emerging that show the need to establish a frame of reference. Stresses, especially, the smart mobility that implies a new way of conceiving the displacements in the city, beyond the use of vehicles with internal combustion engines. However, despite the omnipresence of the term there is no unequivocal concept of it, not even the current regulations are clear in this regard. Therefore, this article tries to establish the conceptual framework of this notion, taking as reference the basic concept of intelligent city from which it emerges. In addition, to delimit conceptually another term closely related to the new forms of mobility, especially with the electric vehicle: smart grids.
