Abstract In modern conditions, digital technologies are increasingly penetrating the city administration system, and cities of a new technological form (smart cities) are emerging. The article gives a holistic and reasoned understanding of the social and political factors of the smart city administration, as well as substantiates challenges related to the digitalization of the urban environment. Also, the authors discover positive foreign experiences and address the domestic practice of the introduction of particular elements of the "smart city" model. In addition, issues of social and political nature arising in designing and developing the concept of "smart city are investigated. With the help of the methodological approach, the authors present the terminological and conceptual framework, show a wide range of opinions about the "smart city" concept and reveal its nature and meaning. The purpose of the study is to justify the trends towards the establishment and development of a "smart city" within the discourse on "smart city" taking into account social, cultural and political factors, possible risks and their implications. The study has found that the "smart city" as a complex socio-technical system is an interaction between the infrastructure elements of society, its subject-matter realities and human behavior within the controlled human-machine relationship and consistent social conditions. The article represents the main advantages and constraints of the Smart City project implementation. It is emphasized that this process brings not only qualitatively new conditions, transformation, renewal of the city, but also places new requirements for the safe life of the population. The statement that the evolution of a smart city starts when the ICT foundation contributes to the development of democracy in agglomerations is proved.
