Abstract The first European Renewable Energy Directive had a time horizon from 2009 until 2020. The effects of this directive were the drafting of roadmaps describing how the Member States of the European Union planned to reach their respective renewable energy targets, while building confidence in investors to back the sector. Photovoltaic (PV) installations saw a significant and fast increase between 2009 and 2013, but this trend was followed by a period of market inactivity. What can we now expect from the follow-up RED-II Directive with a time horizon until 2030? The lessons learned during the past 10 years highlight that only solar PV and wind have the necessary market potential to allow the EU to reach its overall renewables target.
