Abstract The ambition to retain products and materials for as long as possible in a circular economy may dilute, disperse and accumulate hazardous substances. However, in addition to exemptions for circulated products, the regulatory regime targets only a small percentage of all hazardous substances. This emerging problem is just one of many examples why the focus needs to shift from the win-win potential of a circular economy towards a reflexive consideration of tensions, trade-offs and policy conflicts between increased circulation and other topical issues, such as, in this case, reduced dispersion of hazardous substances.
