Abstract This study aims to investigate the role of smart governance in the development of smart communities, focusing on the case of the Sustainable Urban Regeneration Program for the 4th District (+4D), in Porto Alegre, Brazil. Drawing on the existing concepts of smart community and smart governance, the study examines how smart governance practices empower individuals to work as a community. This evolution not only shapes local communities into more interconnected, innovative, and resilient entities but also fosters cohesion and the ability to engage in meaningful dialogue with public authorities. Preliminary findings, derived from 25 semi-structured interviews conducted with community leaders, community social center personell, entrepreneurs and consultants, City Hall representatives, and citizens, highlight crucial components contributing to how communities become smart. Ultimately, the study explores the mechanisms supporting the establishment of a smart community framework, contributing significantly to the application of governance and transition theories in the development of intelligent urban ecosystems.
