Abstract Citizen-centric governance is a key facet of good governance. Information and communications technology is being used in the governance process in India to facilitate citizen-centric governance. E-governance is the application of information and communication technology by government agencies to their functioning. Its ultimate goal is to improve performance of government agencies; and make simple, moral, accountable, responsive and transparent (SMART) governance a reality. A number of initiatives have been taken by the Government of India to promote E-governance. The beginning was made in the year 1970 with the setting up of Department of Electronics. Since then the country has made rapid stride in this direction. An important development in this area was the formulation of national E-governance plan which was approved by the Government of India in 2006. Apart from the union government, the state governments have also made efforts for promotion of E-governance. Governments have invested huge resources in the E-governance projects but intended outcomes are not as desired. Only few projects have been successful. There are various reasons responsible for this unsatisfactory situation. Since E-governance has tremendous potential to improve the governance process, therefore, urgent and sincere efforts are required on this front.
