Abstract The paper presents the procedure for analyzing the evolution of the environmental enterprise from the composition of the entity's scheduled development curve to the residual product life cycle. There are presented elements that are part of a general strategic and tactical model of Romania's alignment with the trends and trends in the field of waste and waste utilization in the circular economy. The new concept of inter-economy and bio-etalon is first introduced in literature. It is argued, as an original contribution, that raw material for goods and goods goes through compromises, and waste reuse policies record difficult decisions / choices about production, distribution and consumption. The idea of introducing into Romania the circularity of the economy, consisting of ecological business conditions, is realized by the exploitation of the waste for the production of new goods, given the product life cycle that undergoes radical transformations in the modern economy.
