Abstract This article is devoted to the analysis of the digital transformation of the social reality. The profound changes associated with the emergence and rapid spread of a new technologies have a significant impact on social, political and cultural processes. Current technological changes are defined in the article as the Fourth Industrial Revolution. As a result of this revolution, a new information society is being formed, with new demands on institutions and the quality of the environment. The key features of the digital society have been formulated in the article: a new comprehension of social mobility, the concept of "risk society", a new understanding of human capital and the formation of the knowledge economy. In these conditions there is a need for a new understanding of possibilities to apply technological achievements for development of society. The article analyzes the concept of "Smart city" as one of the most popular concepts of territorial management in technogenic society. The evolution of the concept of "Smart city" is studied, the generalized definition of "smart city", the advantages and disadvantages of this urban development model and the possible risks associated with its implementation are formulated.
